11  Senator Klein moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 16, lines 3-6, delete those lines

15

16  and insert:

17         (c)  Priority for funding under the Rural Heritage

18  Grant Program shall be given to Rural Heritage Areas in which

19  a majority of the populated portions of the area are

20  characterized by pervasive poverty, unemployment, and general

21  distress, as defined in section 290.0058, Florida Statutes.

22         (d)  The Department of Community Affairs, in

23  consultation with REDI, shall adopt rules establishing grant

24  review criteria consistent with this section. Actions required

25  by this paragraph are contingent upon funds being provided to

26  implement the Rural Heritage Grant Program.

27         (e)  If the local government fails to implement
