18         12.  Identify goals, objectives, performance measures,

19  and baseline data on conditions to evaluate the success of the

20  local government, community-based organizations, and other

21  stakeholders in implementing the Rural Heritage Area plan and

22  in improving economic prosperity and preserving rural

23  character.
