14         On page 1, line 25 through page 2, line 5,

15  remove from the bill:  all of said lines

17  and insert in lieu thereof:  vote will indicate rejection. The

18  substance of the ballot language proposed by joint resolution

19  shall be deemed to be clear and unambiguous for the purposes

20  of this section. The wording of the substance of the amendment

21  or other public measure and the ballot title to appear on the

22  ballot shall be embodied in the joint resolution,

23  constitutional revision commission proposal, constitutional

24  convention proposal, taxation and budget reform commission

25  proposal, or enabling resolution or ordinance. Except for
