13         Amendment (with title amendment) 

14         On page 4, between lines 14 and 15 of the bill

16  insert:

17         Section 1.  A new section is added to chapter 228,

18  Florida Statutes, to read:

19         An education bill of rights for Florida's students,

20  parents, and teachers.--- The Legislature intends that:

21         (1)  Teachers and students have the right to a safe,

22  secure learning environment.

23         (2)  Teachers have the right to teach and students have

24  the right to learn in a classroom that is not overcrowded.

25         (3)  Students have the right to an up-to-date textbook.

26         (4)  Teachers and school personnel have the right to

27  confiscate any item they believe can be used as a weapon in a

28  school.

29         (5)  Teachers and students have the right to a clean

30  and drug-free learning environment.

31         (6)  Teachers have the right to be paid wages at least

 2         (7)  Teachers have the right to remove any student that

 3  is disrupting the classroom.

 4         (8)  Students have the right to have access to an

 5  up-to-date computer to aid in their studies.

 6         (9)  Teachers and students have the right to schools

 7  and classrooms free of discrimination of any kind.

 8         (10)  Parents have the right to be actively involved in

 9  their child's education including attending parent/teacher

10  conferences and participating as a member of a school advisory

11  council.
