1 A bill to be entitled
2 An act relating to recreation areas; creating
3 s. 258.166, F.S.; establishing the Rodman
4 Reservoir Recreation Area; directing the
5 Division of Recreation and Parks of the
6 Department of Environmental Protection to
7 develop multipurpose recreational opportunities
8 and provide supervision of the area;
9 authorizing the Division of State Lands to
10 acquire adjacent or contiguous property;
11 requiring the Division of State Lands to notify
12 persons with easements in the area; requiring a
13 report; providing an effective date.

15 Be It Enacted by the Legislature of the State of Florida:

17 Section 1. Section 258.166, Florida Statutes, is
18 created to read:
19 258.166 Rodman Reservoir Recreation Area
20 designated.--There is designated and established a state
21 recreation area to be known as Rodman Reservoir Recreation
22 Area, in Marion and Putnam counties, which shall include all
23 state-owned lands within the floodplain of the Oklawaha River
24 and those hereafter acquired by the state from Eureka Dam in
25 Marion County to Buckman Lock in Putnam County. Those lands
26 are deemed and held to be a state recreation area, under the
27 supervision of the Division of Recreation and Parks of the
28 Department of Environmental Protection, and the division is
29 charged with the duty of providing for the development of
30 multipurpose recreational opportunities at this recreation
31 area and the care, upkeep, maintenance, and beautification of

1 the Rodman Reservoir Recreation Area including all those dams,
2 locks, and other structures transferred by the federal
3 government to the state. Any action that would substantially
4 alter the recreation area as it existed on January 1, 2000,
5 must be approved by law.
6 (1) The Division of State Lands of the Department of
7 Environmental Protection may acquire in the name of the Board
8 of Trustees of the Internal Improvement Trust Fund any
9 additional property adjacent or contiguous to the Rodman
10 Reservoir Recreation Area, from private owners or from the
11 United States Government for improved management and
12 recreational opportunities.
13 (2) The Division of State Lands shall identify,
14 contact, and inform all property owners who entered into
15 easements located within the taking line of the Rodman
16 Reservoir of the designation of this area as a state
17 recreation area.
18 (3) By January 1, 2001, the Division of State Lands
19 shall submit a report to the Executive Office of the Governor,
20 the President of the Senate, and the Speaker of the House of
21 Representatives which:
22 (a) Identifies the entities that have an easement
23 within the taking line of the reservoir.
24 (b) Indicates whether the holder of the easement is
25 willing to sell the easement.
26 (c) Estimates the cost of acquiring the easements.
27 (d) Identifies any additional issues resulting from
28 this designation.
29 Section 2. This act shall take effect upon becoming a
30 law.

2 SENATE SUMMARY
3 Designates an area in the floodplain of the Oklawaha
River in Marion and Putnam counties as the Rodman
4 Reservoir Recreation Area under the supervision of the
Department of Environmental Protection. Authorizes the
5 acquisition of additional land and requires the

6 area. Requires a report to the Governor and the
