19 (n) Publicly owned football facility at which a
20 college football team is based.--
21 1. Any publicly owned football facility located within
22 a municipality which has, pursuant to s. 218.503, in the
23 preceding 5 years been declared in a state of financial
24 emergency and has had a financial emergencies board
25 established, regardless of whether the board is currently in
26 existence, at which facility the football team of a private or
27 public university or college is based, may retain the proceeds
28 of sales taxes generated by the facility, its concessionaires,
29 ticket sales, merchandising, ticket surcharges imposed by the
30 local government, charges for services, and rental of the
31 facility and may use these tax proceeds for the purpose of

1 renovating and modernizing the facility. For purposes of this
2 paragraph, "sales taxes generated by the facility" means taxes
3 on ticket sales for events located at the facility, ticket
4 surcharges imposed by the local government for events held at
5 the facility, merchandise sales and concession sales on the
6 premises of the facility, charges for services at the
7 facility, and rental of the facility.
8 2. Concessionaires, merchandisers, and other persons
9 collecting tax at the facility shall report the sales to the
10 department, but shall remit the tax directly to the facility,
11 in a manner prescribed by rules adopted by the department.
12 Section 2. This act shall take effect January 1, 2001.
