6 to assist the Miami River Commission; requiring
7 a plan; providing an appropriation; providing
8 an effective date.

10 Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. Section 163.065, Florida Statutes, is
13 created to read:
14 163.065 Miami River Improvement Act.--
15 (1) SHORT TITLE.--This section may be cited as the
16 "Miami River Improvement Act."
17 (2) FINDINGS; PURPOSE.--
18 (a) The Miami River Commission has been created to be
19 the official coordinating clearinghouse for all public policy
20 and projects related to the Miami River.
21 (b) The United Sates Government has funded an initial
22 federal share of 80 percent for the environmental and
23 navigational improvements to the Miami River. The governments
24 of the City of Miami and Miami-Dade County are working with
25 the Legislature and the Florida Department of Environmental
26 Protection to determine how the 20 percent local share will be
27 provided.
28 (c) Successful revitalizing and sustaining the urban
29 redevelopment of the areas adjacent to the Miami River is
30 dependent on addressing, through an integrated and coordinated
31 intergovernmental plan, a range of varied components essential

1 to a healthy urban environment, including cultural,
2 recreational, economic, and transportation components.
3 (d) The purpose of this section is to ensure a
4 coordinated federal, state, regional, and local effort to
5 improve the Miami River and adjacent areas.
6 (3) AGENCY ASSISTANCE.--All state and regional
7 agencies shall provide all available assistance to the Miami
8 River Commission in the conduct of its activities.
9 (4) PLAN.--The Miami River Commission, working with
10 the City of Miami and Miami-Dade County shall consider the
11 merits of developing and adopting an urban infill and
12 redevelopment plan, under ss. 163.2511-163.2526, and
13 participating state and regional agencies shall review the
14 proposed plan for the purposes of consistency with applicable
15 law.
16 Section 2. The sum of $150,000 is appropriated from
17 the General Revenue Fund to the Miami River Commission to
18 carry out the purpose of this act during the 2000-2001 fiscal
19 year.
20 Section 3. This act shall take effect July 1, 2000.
