1 A bill to be entitled
2 An act relating to law enforcement; requiring
3 the Department of Law Enforcement and local law
4 enforcement agencies to conduct an annual study
5 and prepare a report relating to stops by law
6 enforcement officers for routine traffic
7 violations; providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. (1) The Department of Law Enforcement and
12 each local law enforcement agency in the state shall annually
13 conduct a study of stops by law enforcement officers for
14 routine traffic violations. The study must include collection
15 and analysis of appropriate available data, including:
16 (a) The number of individuals stopped for routine
17 traffic violations.
18 (b) Identifying characteristics of the individuals
19 stopped, including race, ethnicity, and age.
20 (c) The alleged traffic infraction that led to the
21 stop.
22 (d) Whether a search was instituted as a result of the
23 stop, how the search was instituted, and the rationale for the
24 search.
25 (e) Whether any contraband was discovered in the
26 course of the search and the nature of that contraband.
27 (f) Whether any warning or citation was issued as a
28 result of the stop.
29 (g) Whether an arrest was made as a result of the stop
30 or the search.

1 (h) The benefit of traffic stops with regard to the
2 interdiction of drugs and the proceeds of drug trafficking,
3 including the approximate quantity of drugs and value of drug
4 proceeds seized annually as a result of routine traffic stops.
5 (i) Whether any items were seized for forfeiture.
6 (2) The Department of Law Enforcement and each local
7 law enforcement agency shall annually prepare a report
8 compiling the information specified in subsection (1) and
9 shall submit the report to the Governor and each member of the
10 Cabinet, the President of the Senate, the Speaker of the House
11 of Representatives, the Minority Leader of the Senate, and the
12 Minority Leader of the House of Representatives.
13 Section 2. This act shall take effect upon becoming a
14 law.
