11  The Committee on Governmental Operations offered the

12  following:

14         Amendment (with title amendment) 

15         On page 1, line 12 through page 2, line 8,

16  remove from the bill:  all of said lines

18  and insert in lieu thereof:

19         Section 1.  Paragraphs (l), (m), and (n) are added to

20  subsection (2) of section 255.249, Florida Statutes, to read:

21         (l)  Prior to a state agency exercising a right to

22  terminate a lease for the purpose of occupying space in a new

23  state owned office building appropriated after July 1, 2000,

24  the agency shall present justification to the Department of

25  Management Services that the proposed state building occupancy

26  is in the best interest of the state.

27         (m)  The Department of Management Services will make

28  every effort to coordinate the completion of new state office

29  buildings with the expiration date of existing leases of

30  agencies scheduled to occupy the new facility.

31         (n)  The space in any building subject to leases

 1  cancelled by the state or state agency under a right to

 2  terminate without cause may be considered by state agencies

 3  during the remaining term of the terminated lease without the

 4  requirement of competitive bidding.

 5         (3)  The Department of Management Services shall

 6  prepare a form listing all conditions and requirements adopted

 7  pursuant to this chapter which must be met by any state agency

 8  leasing any building or part thereof.  This form shall be

 9  certified by the agency head or the agency head's designated

10  representative.

22         requiring the Department of Management Services

25         for certain leases; providing an effective

26         date.
