  1                      A bill to be entitled

  2         An act relating to teacher certification;

  3         amending s. 231.17, F.S.; requiring an

  4         applicant for a professional teaching

  5         certificate to demonstrate mastery of

  6         instruction of ESOL students; providing an

  7         effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  Paragraph (c) of subsection (4) of section

12  231.17, Florida Statutes, is amended to read:

13         231.17  Official statements of eligibility and

14  certificates granted on application to those meeting

15  prescribed requirements.--

16         (4)  PROFESSIONAL CERTIFICATE.--The department shall

17  issue a professional certificate for a period not to exceed 5

18  years to any applicant who meets the requirements for a

19  temporary certificate and documents mastery of the minimum

20  competencies required by subsection (5). Mastery of the

21  minimum competencies must be documented on a comprehensive

22  written examination or through other criteria as specified by

23  rules of the state board. Mastery of minimum competencies

24  required under subsection (5) must be demonstrated in the

25  following areas:

26         (c)  The subject matter in each area for which

27  certification is sought and the instruction of ESOL students.

28         Section 2.  This act shall take effect July 1, 2000.
