  1                      A bill to be entitled

  2         An act relating to electric utilities;

  3         establishing a study commission; providing for

  4         its membership and responsibilities; providing

  5         an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  The Energy 2020 Study Commission is

10  created. The commission shall be composed of representatives

11  of the electric industry, government, and electricity

12  consumers. The commission shall:

13         (1)  Examine this state's laws and rules governing the

14  production, transmission, and delivery of electricity.

15         (2)  Study the activities of other states concerning

16  restructuring or deregulation.

17         (3)  Recommend appropriate energy policies for this

18  state which will promote competition while continuing to

19  ensure the provision of adequate and reliable electric energy

20  at affordable rates with minimal adverse effects to human

21  health or the environment.

22         (4)  Report to the Legislature concerning its findings.

23         Section 2.  This act shall take effect upon becoming a

24  law.
