17  and insert in lieu thereof:  pursuant to s. 120.569 or s.

18  120.57. This subsection does not limit the ability of a

19  nonprofit corporation or association, organized in whole or in

20  part to promote conservation, to protect the environment, or

21  other biological values, to preserve historical sites to

22  initiate, petition, or request a proceeding pursuant to s.

23  120.569 or s. 120.57 upon asserting in a verified petition

24  that the activity, conduct, or product to be licensed or

25  permitted has or will have the effect of impairing, polluting,

26  or otherwise injuring the air, water, or other natural

27  resources of the state.  The verified petition must also

28  assert and be subject to subsequent proof, that the

29  corporation or association itself, or a substantial number of

30  its members, have substantial interests that will be affected

31  by the conduct, activity, or product to be licensed or
