1 A bill to be entitled
2 An act relating to expenditure requirements for
3 education programs; amending s. 236.081, F.S.,
4 relating to funds for operation of schools;
5 requiring that specified funds be allocated to
6 certain instructional personnel; providing an
7 effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (m) of subsection (1) of section
12 236.081, Florida Statutes, is amended to read:
13 236.081 Funds for operation of schools.--If the annual
14 allocation from the Florida Education Finance Program to each
15 district for operation of schools is not determined in the
16 annual appropriations act or the substantive bill implementing
17 the annual appropriations act, it shall be determined as
18 follows:
19 (1) COMPUTATION OF THE BASIC AMOUNT TO BE INCLUDED FOR
20 OPERATION.--The following procedure shall be followed in
21 determining the annual allocation to each district for
22 operation:
23 (m) Calculation of additional full-time equivalent
24 membership based on college board advanced placement scores of
25 students.--A value of 0.24 full-time equivalent student
26 membership shall be calculated for each student in each
27 advanced placement course who receives a score of 3 or higher
28 on the College Board Advanced Placement Examination for the
29 prior year and added to the total full-time equivalent student
30 membership in basic programs for grades 9 through 12 in the
31 subsequent fiscal year. Each district must allocate at least

1 80 percent of the bonus provided to the district funds
2 appropriated for advanced placement instruction to the high
3 school that generates the bonus funds. Each classroom teacher
4 who provided the advanced placement course shall receive an
5 amount equal to 20 percent of the bonus distributed to the
6 district as a result of the additional 0.24 full-time
7 equivalent student membership provided in this paragraph. Each
8 classroom teacher who provided the advanced placement course
9 in a school designated a grade of "D" or "F" pursuant to s.
10 229.57 shall receive an amount equal to 30 percent of the
11 bonus distributed to the district as a result of the
12 additional 0.24 full-time equivalent student membership
13 provided in this paragraph. The amount provided to each
14 teacher shall be in addition to any regular wage or bonus the
15 teacher is scheduled to receive.
16 Section 2. This act shall take effect upon becoming a
17 law.
