13         Senate Amendment (with title amendment) 

14         On page 309, between lines 27 and 28,

16  insert the following new section and redesignate subsequent

17  sections:

18         Section 162.   Nothing in this act shall be construed

19  as creating an entitlement to services or benefits authorized

20  by any section of the act.

24  And the title is amended as follows:

25         On page 20, line 22, after "appropriations;"

27  insert:

28         providing that no entitlement is created by the

29         act;
