11  The Committee on General Government Appropriations offered the

12  following:

14         Amendment (with title amendment) 

15         On page 1, line 25 through page 3, line 10,

16  remove from the bill:  all of said lines

18  and insert in lieu thereof:

19         Section 1.  There is created the Bay of Pigs and

20  Operation Mongoose Historical Site and Memorial Oversight

21  Board, composed of one representative each from the John

22  Pennekamp Coral Reef State Park, the Molasses Reef Condominium

23  Association, the Molasses Reef Marina Corporation, and the Bay

24  of Pigs and Operation Mongoose Historical Site and Memorial

25  Non-Profit Corporation, which shall oversee the development

26  and operation of the site.

 4         Memorial; establishing an oversight board and

 5         providing for membership on the board;

 6         providing an effective date.

 8         WHEREAS, the main thrust of the Bay of Pigs invasion

 9  was launched on April 17, 1961, from bases in Nicaragua

10  towards southern Cuba, and clandestine diversionary raids were

11  launched towards northern Cuba from several marinas in the

12  Florida Keys, including the marina and jetty located at the

13  present location of Molasses Reef marina at mile marker 99.5

14  on the Atlantic coast at Key Largo, in and adjoining John

15  Pennekamp Coral Reef State Park, and

16         WHEREAS, the 2506 Assault Brigade invasion force was

17  composed of approximately 1,500 Cuban expatriates, of which an

18  estimated 300 were killed and 1,179 were captured by the

19  Castro Forces, and

20         WHEREAS, after the failure of the Bay of Pigs invasion,

21  the United States commenced Operation Mongoose, which was a

22  clandestine plan designed to subvert the Cuban government

23  through sabotage, propaganda, and infiltration, and

24         WHEREAS, it is fitting that a memorial be erected to

25  recognize the members of the 2506 Assault Brigade who were

26  involved in the Bay of Pigs invasion, and Operation Mongoose

27  participants, many of whom were killed and all of whom risked

28  their lives in the attempts to free their homeland, NOW,

29  THEREFORE,
