1 A bill to be entitled
2 An act relating to marriage; providing
3 legislative intent; providing an effective
4 date.

6 WHEREAS, long-term marriage is held in high regard
7 among Americans, more than 90 percent of whom believe it is a
8 highly desirable goal, and
9 WHEREAS, in spite of this collective belief, Americans
10 have a historically unprecedented proportion of marriages
11 failing and children growing up in circumstances that are not
12 conductive for producing healthy, happy, well-adjusted
13 persons, and
14 WHEREAS, assisting states in encouraging the formation
15 and maintenance of two-parent families is one of the four
16 stated purposes of federal welfare reform, and
17 WHEREAS, more and more states are beginning to explore
18 legislative proposals to reduce divorce and strengthen
19 marriage, and
20 WHEREAS, the State of Florida has taken an early lead
21 in addressing the need to reduce the rate of divorce and
22 encourage strong, safe, stable marriages and families by
23 enacting the Marriage Preservation and Preparation Act of
24 1998, NOW, THEREFORE,

26 Be It Enacted by the Legislature of the State of Florida:

28 Section 1. The Legislature intends to provide the
29 direction necessary to increase public awareness of the
30 problems of failing marriages, not only for individuals, but
31 also for communities and the larger society. It is also the

1 intent of the Legislature, that, to the extent practicable,
2 the laws of this state should be revised to encourage,
3 promote, and value strong, safe, long-term marriages.
4 Section 2. This act shall take effect upon becoming a
5 law.

9 Expresses the legislative intent to increase public
awareness of the problems of failing marriages and to
