  1                      A bill to be entitled

  2         An act relating to agency planning,

  3         performance-based program budgeting, and

  4         general financial matters; requiring state

  5         agencies to develop annual program plans;

  6         requiring state agencies to submit to the

  7         Legislature annual, performance-based budget

  8         requests; providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  Each state agency shall develop and

13  implement an annual, long-range program plan that establishes

14  the framework for resource allocation. The plan must identify

15  agency programs and services and describe how they will be

16  used to implement state policy and achieve state goals.

17  Performance outcome measures must be established for each

18  agency service and used to evaluate the effect or benefit of

19  the service to the public.

20         Section 2.  Each state agency shall submit to the

21  Legislature an annual, performance-based program budget

22  request that includes the amount of funds required to provide

23  the services it is authorized to deliver or that it is

24  requesting authorization to deliver. Each performance-based

25  program budget request must be consistent with the agency's

26  long-range program plan.

27         Section 3.  This act shall take effect July 1, 2000.
