1 A bill to be entitled
2 An act relating to prison release; providing
3 for a study to be conducted; providing an
4 effective date.

6 Be It Enacted by the Legislature of the State of Florida:

8 Section 1. The Florida Corrections Commission shall
9 research the impact of House Bill 2325 as reported favorably
10 with amendments by the House Committee on Governmental
11 Operations on April 17, 2000, including the fiscal impact of
12 that bill on the state court system, the Department of
13 Corrections, the Florida Parole Commission, county detention
14 facilities, state prosecutors, and public defenders. The
15 report shall identify any potential savings resulting from the
16 reorganization of the Florida Parole Commission in House Bill
17 2325. The report shall identify any benefits and savings that
18 could result from the Parole Commission reorganization and
19 compare any such savings to the estimated costs of providing
20 mandatory post-prison supervision for all state prisoners
21 released under the provisions of the proposed legislation with
22 offense dates after July 1, 2000. In addition, the report
23 shall identify any public-safety benefits of requiring
24 mandatory post-prison probation for all state prisoners. In
25 preparing its report, the Florida Corrections Commission shall
26 consult with the House Criminal Justice Appropriations
27 Committee, the House Criminal Justice and Corrections Council,
28 the Senate Criminal Justice Committee, the Senate Fiscal
29 Group, the Executive Office of the Governor, the Department of
30 Legal Affairs, the Office of the State Courts Administrator,
31 the Florida Sheriff's Association, the Florida Prosecuting

1 Attorneys Association, the Public Defender Association, the
2 Florida Parole Commission, the Department of Corrections, and
3 any other appropriate entities or persons. The Florida
4 Corrections Commission shall submit a final report to the
5 Executive Office of the Governor, the Speaker of the House of
6 Representatives, and the President of the Senate by December
7 1, 2000.
8 Section 2. This act shall take effect upon becoming a
9 law.

14 Directs the Florida Corrections Commission to research the
impact of House Bill 2325, as reported favorably by the House
15 Governmental Operations Committee on April 17, 2000, and file
a report no later than December 1, 2000.
