17 Section 1. Florida-Africa Market Expansion Program.--
18 (1) Contingent upon a specific appropriation, there is
19 created within Enterprise Florida, Inc., the Florida-Africa
20 Market Expansion Program to increase trade between Florida and
21 the nations of Africa. To accomplish such increased trade
22 activity, Enterprise Florida, Inc., may assist small and
23 medium-sized Florida businesses and manufacturers in exporting
24 their products to African nation or importing products from
25 African nations.
26 (2) Enterprise Florida, Inc., may coordinate with
27 appropriate organizations and education institutions, and may
28 contract with individuals or entities to expand trade between
29 Florida and Africa. The coordination may encompass market
30 development, market promotion and research, and educational
31 and information services to maximize the resources and

1 information services for the expansion of trade between
2 Florida and the Africa nations. Enterprise Florida, Inc., may
3 provide support for local business-development programs that
4 provide business information on Africa and promote bilateral
5 business opportunities. Enterprise Florida, Inc., may
6 establish Florida international representation in Africa for
7 the purpose of expanding business and cultural and
8 infrastructure ties between Florida and Africa.
9 (3) As part of the annual report required under
10 section 288.906, Florida Statutes, Enterprise Florida, Inc.,
11 shall provide detailed information concerning activities and
12 accomplishments under this program.
13 Section 2. Florida-Caribbean Basin Trade Initiative.--
14 (1) Contingent upon a specific appropriation, the
15 Seaport Employment Training Grant Program (STEP) shall
16 establish and administer the Florida-Caribbean Basin Trade
17 Initiative for the purpose of assisting small and medium-sized
18 businesses to become involved in international activities and
19 helping them to identify markets with product demand, identify
20 strategic alliances in those markets, and obtain the financing
21 to effectuate trade opportunities in the Caribbean Basin. The
22 initiative must focus assistance to businesses located in
23 urban communities. The initiative shall offer export
24 readiness, assistance and referral services, internships,
25 seminars, workshops, conferences, and e-commerce plus
26 mentoring and matchmaking services, but shall coordinate with
27 and not duplicate those services provided by Enterprise
28 Florida, Inc.
29 (2) To enhance initiative effectiveness and leverage
30 resources, STEP shall coordinate initiative activities with
31 Enterprise Florida, Inc., U.S. Export Assistance Centers,

1 Florida Export Finance Corporation, Florida Trade Data Center,
2 Small Business Development Centers, and any other
3 organizations STEP deems appropriate. The coordination may
4 encompass export assistance and referral services, export
5 financing, job-training programs, educational programs, market
6 research and development, market promotion, trade missions,
7 e-commerce, and mentoring and matchmaking services relative to
8 the expansion of trade between Florida and the Caribbean
9 Basin. The initiative shall also form alliances with
10 multilateral, international, and domestic funding programs
11 from Florida, the United States, and the Caribbean Basin to
12 coordinate systems and programs for fundamental assistance in
13 facilitating trade and investment.
14 (3) STEP shall administer the Florida-Caribbean Basin
15 Trade Initiative pursuant to a performance-based contract with
16 the Office of Tourism, Trade, and Economic Development. The
17 Office of Tourism, Trade, and Economic Development shall
18 develop performance measures, standards, and sanctions for the
19 initiative. Performance measures must include, but are not
20 limited to, the number of businesses assisted; the number of
21 urban businesses assisted; and the increase in value of
22 exports to the Caribbean which is attributable to the
23 initiative.
24 Section 3. This act shall take effect upon becoming
25 law.
