17 and insert:
18 Section 10. The Division of State Group Insurance of
19 the Department of Management Services shall develop a program
20 to subsidize health insurance coverage for children of state
21 employees if funds are made available for this purpose in the
22 General Appropriations Act. Premium subsidies must be
23 available only to state employees who have children under 19
24 years of age and whose family income is equal to or below 200
25 percent of the federal poverty level. Family premiums must be
26 the same as those currently provided in the Healthy Kids
27 Program for nonstate employees. The Division of State Group
28 Insurance of the Department of Management Services and the
29 Florida Healthy Kids Corporation shall monitor the
30 administration of the program to provide state-funded coverage
31 to eligible state employees through the Florida Healthy Kids

1 Corporation and shall submit a report by January 1, 2001, to
2 the Governor, the President of the Senate, and the Speaker of
3 the House of Representatives with recommendations as to
4 whether the program should be improved or could be
5 administered in a more cost-effective manner.
