15         On page 17, between lines 12 and 13,

17  insert the following new section and redesignate subsequent

18  section:

19         Section 12.  Implementation of any specific provision

20  of this act is contingent upon a specific appropriation for

21  that provision in the General Appropriations Act.

26         On page 2, line 18, delete that line

28  and insert:

29         making implementation of bill provisions

30         contingent on specific appropriations;

31         providing an effective date.
