14         Amendment (with title amendment) 

15         On page 12, between lines 20 and 21, of the bill

16

17  insert:  (10)  PROVISION OF MENTAL HEALTH OR SUBSTANCE ABUSE

18  SERVICES--In district 11, subdistrict A, when a lead agency is

19  selected and has a service contract as authorized in 409.1671,

20  Florida Statutes, the department shall conduct or contract for

21  utilization management of mental health and substance abuse

22  cases which use a very high volume of departmental resources

23  or are of high cost. The department shall conduct such reviews

24  in accordance with uniform procedures and criteria which are

25  consistent with those currently employed by the Agency for

26  Health Care Administration, and shall ensure they are

27  coordinated, to the maximum extent possible, with other

28  administrative reviews and contract monitoring. The department

29  shall evaluate the efficiency and effectiveness of this model,

30  and if a determination is made that the cost efficiencies can

31  be realized while maintaining an effective service delivery
