17 and insert in lieu thereof:
18 (c) The department is authorized to contract for
19 children's services with a lead agency in each county of the
20 prototype area, except that the lead agency contract may cover
21 more than one county when it is determined that such coverage
22 will provide more effective or efficient services. The duties
23 of the lead agency shall include, but not necessarily be
24 limited to:
25 1. Directing and coordinating the program and
26 children's services within the scope if its contract.
27 2. Contracting for the provision of core services,
28 including intake and eligibility, assessment, service
29 planning, and case management. However, a lead agency may
30 obtain approval from the department to provide core services,
31 including intake and eligibility, assessment, service
