3 s. 236.081, F.S., relating to calculation of
4 additional full-time equivalent membership
5 based on college board advanced placement
6 scores of students; providing bonuses for
7 teachers who provide advanced placement
8 instruction; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. Paragraph (m) of subsection (1) of section
13 236.081, Florida Statutes, is amended to read:
14 236.081 Funds for operation of schools.--If the annual
15 allocation from the Florida Education Finance Program to each
16 district for operation of schools is not determined in the
17 annual appropriations act or the substantive bill implementing
18 the annual appropriations act, it shall be determined as
19 follows:
20 (1) COMPUTATION OF THE BASIC AMOUNT TO BE INCLUDED FOR
21 OPERATION.--The following procedure shall be followed in
22 determining the annual allocation to each district for
23 operation:
24 (m) Calculation of additional full-time equivalent
25 membership based on college board advanced placement scores of
26 students.--A value of 0.24 full-time equivalent student
27 membership shall be calculated for each student in each
28 advanced placement course who receives a score of 3 or higher
29 on the College Board Advanced Placement Examination for the
30 prior year and added to the total full-time equivalent student
31 membership in basic programs for grades 9 through 12 in the

1 subsequent fiscal year. Each district must allocate at least
2 80 percent of the funds provided to the district appropriated
3 for advanced placement instruction, in accordance with this
4 paragraph, to the high school that generates the funds. The
5 school district shall distribute to each classroom teacher who
6 provided advanced placement instruction:
7 1. A bonus in an amount equal to 20 percent of the
8 funds generated by his or her students according to this
9 paragraph, for those teachers who provided advanced placement
10 instruction in a school that was designated as school
11 performance category "A," "B," or "C" during the previous
12 school year, pursuant to s. 229.57.
13 2. A bonus in an amount equal to 30 percent of the
14 funds generated by his or her students according to this
15 paragraph, for those teachers who provided advanced placement
16 instruction in a school that was designated as school
17 performance category "D" or "F" during the previous school
18 year, pursuant to s. 229.57.

20 A bonus awarded to a teacher according to this paragraph shall
21 be in addition to any regular wage or other bonus the teacher
22 has received or is scheduled to receive.
23 Section 2. This act shall take effect July 1, 2000.
