2 A memorial to the President of the United
3 States, urging the President to relocate the
4 United States Embassy in the State of Israel to
5 the City of Jerusalem.

7 WHEREAS, in 1996, the State of Israel celebrated the
8 3,000th anniversary of the Jewish presence in Jerusalem since
9 King David entered the city and established it as the center
10 of both Hebrew government and worship, and
11 WHEREAS, torn by conflict during the centuries that
12 followed, and falling to the rule of diverse peoples and
13 cultures, nevertheless Jerusalem has been consistently viewed
14 as a holy city by members of different religious faiths, and
15 WHEREAS, although officially designated the capital of
16 the modern State of Israel in 1950, Jerusalem was a divided
17 city from 1948 until 1967, when it was again united under
18 Israeli rule, and persons of all religious faiths were granted
19 full access to its holy sites, and
20 WHEREAS, the City of Jerusalem is the seat of Israel's
21 President, Parliament, and Supreme Court, and the site of
22 numerous government ministries and social and cultural
23 institutions, and
24 WHEREAS, acknowledging that each sovereign nation,
25 under international law and custom, may designate its own
26 capital, the United States Congress overwhelmingly passed the
27 Jerusalem Embassy Relocation Act of 1995, marking the first
28 time the policy of this nation recognized Jerusalem as the
29 undivided Capital of Israel and determining that the United
30 States Embassy be established in Jerusalem no later than May
31 1999, and

1 WHEREAS, the United States conducts official meetings
2 and other business in Jerusalem in de facto recognition of its
3 status as the Capital of Israel; however, the United States
4 Embassy remains in Tel Aviv to this day, NOW, THEREFORE,
5
6 Be It Resolved by the Legislature of the State of Florida:
7
8 That the President of the United States be urged to
9 immediately initiate the relocation of the United States
10 Embassy in the State of Israel from Tel Aviv to the City of
11 Jerusalem.
12 BE IT FURTHER RESOLVED that copies of this memorial be
13 transmitted to the President of the United States, the
14 President of the United States Senate, the Speaker of the
15 United States House of Representatives, and to each member of
16 the Florida delegation to the United States Congress.
