  1                      A bill to be entitled

  2         An act relating to surety bonds for minority

  3         contractors; requiring the Treasurer to develop

  4         a program to facilitate acquisition by minority

  5         contractors of surety bonds for certain

  6         construction projects; specifying a program

  7         criterion for guaranteeing payment of such

  8         bonds; providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  The Treasurer shall develop a program,

13  subject to approval by the State Board of Administration, to

14  facilitate the acquisition by minority contractors of surety

15  bonds that guarantee performance of a construction contract

16  with the state or any political subdivision of the state. The

17  program shall include a provision for a dedicated source of

18  revenues or allocation of moneys established for the purpose

19  of guaranteeing payment to the issuer of such bonds.

20         Section 2.  This act shall take effect upon becoming a

21  law.
