1 A bill to be entitled
2 An act relating to insurance; amending s.
3 626.2815, F.S.; allowing certain interactive,
4 on-line continuing education courses to use
5 unmonitored testing; amending s. 626.221, F.S.;
6 exempting certain applicants for licensure who
7 are designated as Registered Customer Service
8 Representatives from an examination
9 requirement; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:
12
13 Section 1. Paragraph (j) of subsection (4) of section
14 626.2815, Florida Statutes, is amended to read:
15 626.2815 Continuing education required; application;
16 exceptions; requirements; penalties.--
17 (4) The following courses may be completed in order to
18 meet the continuing education course requirements:
19 (j) Any course, including courses relating to agency
20 management or errors and omissions, developed or sponsored by
21 any authorized insurer or recognized agents' association or
22 insurance trade association or any independent study program
23 of instruction, subject to approval by the department,
24 qualifies for the equivalency of the number of classroom hours
25 assigned thereto by the department. However, unless otherwise
26 provided in this section, continuing education hours may not
27 be credited toward meeting the requirements of this section
28 unless the course is provided by classroom instruction or
29 results in a monitored examination. A monitored examination is
30 not required for an independent study program of instruction
31 that is presented through interactive, on-line technology that

1 the department determines has sufficient internal testing to
2 validate the student's full comprehension of the materials
3 presented.
4 Section 2. Paragraph (l) of subsection (2) of section
5 626.221, Florida Statutes, is amended to read:
6 626.221 Examination requirement; exemptions.--
7 (2) However, no such examination shall be necessary in
8 any of the following cases:
9 (l) An applicant for license as a customer
10 representative who has the designation of Accredited Advisor
11 in Insurance (AAI) from the Insurance Institute of America,
12 the designation of Certified Insurance Counselor (CIC) from
13 the Society of Certified Insurance Service Counselors, the
14 designation of Accredited Customer Service Representative
15 (ACSR) from the Independent Insurance Agents of America, the
16 designation of Certified Professional Service Representative
17 (CPSR) from the National Association of Professional Insurance
18 Agents, the designation of Certified Insurance Service
19 Representative (CISR) from the Society of Certified Insurance
20 Service Representatives, or the designation of Registered
21 Customer Service Representative from a regionally accredited
22 postsecondary institution in this state.
23 Section 3. This act shall take effect July 1, 2000.
