18 2. Reimbursement to pharmacies for Medicaid prescribed
19 drugs shall be set at the average wholesale price minus 11.5
20 percent.
21 3. The agency is authorized to develop and implement a
22 Medicaid preferred prescribed drug designation program.
23 Consultation with another physician shall be required prior to
24 prescription of a drug that has not received preferred
25 prescribed drug designation under the program.
26 4. The agency shall develop and implement a process
27 for managing the drug therapies of Medicaid beneficiaries who
28 are using significant numbers of prescribed drugs each month.
29 The management process may include, but is not limited to,
30 comprehensive, physician-directed medical record reviews,
31 expansion of the drug utilization review program, claims

1 analyses, and case evaluations to determine the medical
2 necessity and appropriateness of a patient's treatment plan
3 and drug therapies. The agency may contract with a private
4 organization to provide drug program management services.
5 5. The agency is authorized to establish pharmacy
6 network controls directed only at reducing fraud. The agency
7 shall give special consideration to rural areas in determining
8 the size and location of pharmacies included in the Medicaid
9 pharmacy network.
