  1                      A bill to be entitled

  2         An act relating to trust funds; creating s.

  3         570.207, F.S.; creating a Conservation and

  4         Recreation Lands Program Trust Fund within the

  5         Department of Agriculture and Consumer

  6         Services; providing for purpose and sources of

  7         funds; providing for annual carryforward of

  8         funds; providing for future review and

  9         termination or re-creation of the trust fund;

10         providing an effective date.

12  Be It Enacted by the Legislature of the State of Florida:

13

14         Section 1.  Section 570.207, Florida Statutes, is

15  created to read:

16         570.207  Conservation and Recreation Lands Program

17  Trust Fund of the Department of Agriculture and Consumer

18  Services.--

19         (1)  There is created a Conservation and Recreation

20  Lands Program Trust Fund within the Department of Agriculture

21  and Consumer Services. The purpose of the trust fund is to

22  provide for the management of conservation and recreation

23  lands by the department. Funds may be appropriated to the

24  trust fund from the Conservation and Recreation Lands Trust

25  Fund in the Department of Environmental Protection, as created

26  by s. 259.032(2), or from such other sources as the

27  Legislature may determine.

28         (2)  Notwithstanding the provisions of s. 216.301 and

29  pursuant to s. 216.351, any balance in the trust fund at the

30  end of any fiscal year shall remain in the trust fund at the

  1  end of the year and shall be available for carrying out the

  2  purposes of the trust fund.

  3         (3)  Pursuant to the provisions of s. 19(f)(2), Art.

  4  III of the State Constitution, the trust fund shall, unless

  5  terminated sooner, be terminated on July 1, 2004. Prior to its

  6  scheduled termination, the trust fund shall be reviewed as

  7  provided in s. 215.3206(1) and (2).

  8         Section 2.  This act shall take effect July 1, 2000.

      Creates a Conservation and Recreation Lands Program Trust
13    Fund within the Department of Agriculture and Consumer
      Services to provide for management of conservation and
14    recreation lands by the department. Provides funding
      through the Conservation and Recreation Lands Trust Fund
15    in the Department of Environmental Protection and other
      legislatively determined sources. Provides for annual
16    carryforward of funds. Provides for future review and
      termination or re-creation of the trust fund.
