  1                      A bill to be entitled

  2         An act relating to trust funds; creating s.

  3         372.127, F.S.; creating a Conservation and

  4         Recreation Lands Program Trust Fund within the

  5         Fish and Wildlife Conservation Commission;

  6         providing for purpose and sources of funds;

  7         providing for annual carryforward of funds;

  8         providing for future review and termination or

  9         re-creation of the trust fund; providing an

10         effective date.

12  Be It Enacted by the Legislature of the State of Florida:

13

14         Section 1.  Section 372.127, Florida Statutes, is

15  created to read:

16         372.127  Conservation and Recreation Lands Program

17  Trust Fund of the Fish and Wildlife Conservation Commission.--

18         (1)  There is created a Conservation and Recreation

19  Lands Program Trust Fund within the Fish and Wildlife

20  Conservation Commission. The purpose of the trust fund is to

21  provide for the management of conservation and recreation

22  lands by the commission. Funds may be appropriated to the

23  trust fund from the Conservation and Recreation Lands Trust

24  Fund in the Department of Environmental Protection, as created

25  by s. 259.032(2), or from such other sources as the

26  Legislature may determine.

27         (2)  Notwithstanding the provisions of s. 216.301 and

28  pursuant to s. 216.351, any balance in the trust fund at the

29  end of any fiscal year shall remain in the trust fund at the

30  end of the year and shall be available for carrying out the

31  purposes of the trust fund.

  1         (3)  Pursuant to the provisions of s. 19(f)(2), Art.

  2  III of the State Constitution, the trust fund shall, unless

  3  terminated sooner, be terminated on July 1, 2004. Prior to its

  4  scheduled termination, the trust fund shall be reviewed as

  5  provided in s. 215.3206(1) and (2).

  6         Section 2.  This act shall take effect July 1, 2000.

      Creates a Conservation and Recreation Lands Program Trust
11    Fund within the Fish and Wildlife Conservation Commission
      to provide for management of conservation and recreation
12    lands by the commission. Provides funding through the

13    Department of Environmental Protection and other
