14         On page 14, lines 25-29, delete those lines

16  and insert:  s. 70.001. If the rule establishing the uniform

17  wetland mitigation assessment method is deemed to be invalid,

18  the applicable rules, regulations, and ordinances related to

19  establishing needed mitigation in existence prior to the

20  adoption of the uniform wetland mitigation assessment method,

21  including those adopted by a county which is an approved local

22  program under s. 403.182, and the method described in
