15         On page 15, between lines 13 and 14,

17  insert:

18         (19)  The requirements of s. 373.414(1)(b)4. and

19  subsection (18), relating to the development and application

20  of the uniform wetland assessment methodology adopted pursuant

21  to this section, shall not apply to a charter county operating

22  under a home rule charter adopted on November 5, 1974 which

23  had an existing wetland mitigation program adopted prior to

24  January 1, 2000.
