15 On page 8, between lines 7 and 8, of the bill

18 Section 4. Subsection (3) is added to section 287.022,
19 Florida Statutes, to read:
20 287.022 Purchase of insurance.--
21 (3) The department shall not prohibit or limit any
22 properly licensed insurer, health maintenance organization,
23 prepaid limited health services organization, or insurance
24 agent from competing for any insurance product or plan
25 purchased, provided, or endorsed by the department, on the
26 basis of the compensation arrangement utilized by the insurer
27 or organization for its agents.
