14 On page 7, between lines 23 and 24, of the bill

16 insert:
17 Section 3. Paragraph (b) of subsection (3) and
18 paragraph (a) of subsection (11) of sectin 259.105, Florida
19 Statutes, is amended to read:
20 259.105 The Florida Forever Act.--
21 (3) Less the costs of issuing and the costs of funding
22 reserve accounts and other costs associated with bonds, the
23 proceeds of bonds issued pursuant to this section shall be
24 deposited into the Florida Forever Trust Fund created by s.
25 259.1051. The proceeds shall be distributed by the Department
26 of Environmental Protection in the following manner:
27 (a) Thirty-five percent to the Department of
28 Environmental Protection for the acquisition of lands and
29 capital project expenditures necessary to implement the water
30 management districts' priority lists developed pursuant to s.
31 373.199. The funds are to be distributed to the water

1 management districts as provided in subsection (11). A
2 minimum of 50 percent of the total funds provided over the
3 life of the Florida Forever program pursuant to this paragraph
4 shall be used for the acquisition of lands.
5 (b) Thirty-five percent to the Department of
6 Environmental Protection for the acquisition of lands and
7 capital project expenditures described in this section, of
8 which amount $25 million shall be transferred by the
9 Department of Environmental Protection into the Save Our
10 Everglades Trust Fund. Of the proceeds distributed pursuant
11 to this paragraph, it is the intent of the Legislature that an
12 increased priority be given to those acquisitions which
13 achieve a combination of conservation goals, including
14 protecting Florida's water resources and natural groundwater
15 recharge. Capital project expenditures may not exceed 10
16 percent of the funds allocated pursuant to this paragraph.
