14         On page 11, between lines 13 and 14,

16  insert:

17         (7)  Any reduction or reallocation of the district's

18  resources for the purpose of meeting the funding requirements

19  in subsections (4), (5), and (6) may not affect or negatively

20  impact any established local programs that are funded by the

21  district and local governments, including flood protection

22  programs, alternative water supply programs, or public

23  outreach programs relating to the Comprehensive Everglades

24  Restoration Plan.
