11  The Committee on Governmental Rules & Regulations offered the

12  following:

18  and insert in lieu thereof:

19         (3)  The Board shall review continuing education

20  requirements in other engineering licensure jurisdictions

21  having such a requirement and report no later than January 1,

22  2001, the number of jurisdictions that require continuing

23  education as a requirement of renewal of licensure, the number

24  of hours of continuing education required, the cost to the

25  registrant in fees and lost wages and any penalties for

26  failure to meet continuing education requirements.  In

27  addition the report shall include the approximate number of

28  regulating staff hours required to implement the requirement

29  in each state, the estimated cost to each registrant, and the

30  impact of the requirement on registrant compliance with

31  engineering law and rules.  In addition, the Board shall

 1  conduct a survey of a statistically valid number of

 2  registrants in jurisdictions having a continuing education

 3  requirement to determine registrant opinion as to the

 4  availability and cost of the continuing education, and the

 5  relevance of the continuing education requirement to the

 6  improvement of their engineering practice.  The Board shall

 7  also evaluate the level of protection of the health, welfare

 8  and safety of the public to see if there is any demonstrable

 9  correlation between the imposition of continuing education

10  requirements and improvements to the level of protection of

11  the public.
