13         Amendment to Amendment (395249) 

14         On page 46, lines 6-20,

15  remove from the amendment:  all of said lines

17  and insert in lieu thereof:

18         (4)  A saltwater fishing license must be issued,

19  without license fee, to any resident who is certified:

20         (a)  To be totally and permanently disabled by the

21  verified written statement which is based upon the criteria

22  for permanent total disability in chapter 440 of a physician

23  licensed in this state, by any branch of the United States

24  Armed Services, by the Social Security Administration, or by

25  the United States Department of Veterans Affairs or its

26  predecessor, or who holds a valid identification card issued

27  by the Department of Veterans' Affairs pursuant to s. 295.17,

28  or by any branch of the United States Armed Forces, upon proof

29  of same.  Any license issued under this paragraph after

30  January 1, 1997, expires after 5 years.  Upon request, the

31  license shall be reissued for a 5-year period and shall be
