18         (6)  LIMITATION ON DUPLICATION OF GOVERNMENT

19  REGULATION.--It is the intent of the Legislature to eliminate

20  duplication of regulatory authority over farm operations as

21  expressed herein.  Except as otherwise provided for in this

22  section and s. 487.051(2), and notwithstanding any other

23  provision of law, a local government may not adopt any

24  ordinance, regulation, rule, or policy to prohibit, restrict,

25  regulate or otherwise limit an activity of a bona fide farm

26  operation on land classified as agricultural land pursuant to

27  s. 193.461, where such activity is regulated through

28  implemented best management practices or interim measures

29  developed by the Department of Environmental Protection, the

30  Department of Agriculture and Consumer Services or water

31  management districts and adopted pursuant to Chapter 120 as

 1  part of a statewide or regional program.  Nothing in this

 2  subsection shall be construed to limit the powers and duties

 3  provided for in s. 373.4592 or to limit the powers and duties

 4  of local governments to address an emergency as provided for

 5  in Chapter 252.
