14         On page 20, line 27, through page 21, line 4,

15  remove from the bill:  all of said lines

17  and insert in lieu thereof:

18  the intent of the Legislature to eliminate duplication of

19  regulatory authority over farm operations as expressed herein.

20  Except as otherwise provided for in this section and s.

21  487.051(2), and notwithstanding any other provision of law, a

22  local government may not adopt any ordinance, regulation, rule

23  or policy to prohibit, restrict, regulate or otherwise limit

24  an activity of a bona fide farm operation on land classified

25  as agricultural land pursuant to s. 193.461, where such

26  activity is regulated by a state agency or water management

27  district, including through application of best management

28  practices developed and implemented by the Department of

29  Environmental Protection, the Department of Agriculture and

30  Consumer Services or water management districts, as part of a

31  statewide or regional regulatory program, or where such
