14 On page 7, line 30, after the period,

16 insert: School readiness records may be released to the
17 United States Secretary of Education, the United States
18 Secretary of Health and Human Services, and the Comptroller
19 General of the United States for the purpose of federal
20 audits; to individuals or organizations conducting studies for
21 institutions to develop, validate, or administer assessments
22 or improve instruction; to accrediting organizations in order
23 to carry out their accrediting functions; to appropriate
24 parties in connection with an emergency if the information is
25 necessary to protect the health or safety of the student or
26 other individuals; to the Auditor General in connection with
27 his or her official functions; to a court of competent
28 jurisdiction in compliance with an order of that court
29 pursuant to a lawfully issued subpoena; and to parties to an
30 interagency agreement among school readiness coalitions, local
31 governmental agencies, providers of school readiness programs,

Amendment No.
1 state agencies, and the Florida Partnership for School
2 Readiness for the purpose of implementing the school readiness
3 program. Agencies, organizations, or individuals that receive
4 school readiness records in order to carry out their official
5 functions must protect the data in a manner that will not
6 permit the personal identification of students and their
7 parents by persons other than those authorized to receive the
8 records.
