19         Section 1.  During the interim preceding the 2001

20  legislative session, the Educational Governance Transition

21  Task Force shall oversee a study that examines and outlines

22  the implications of restructuring education governance in this

23  state.  The study shall be conducted by an independent

24  consultant with expertise in the field of education

25  governance.  As part of the study process, the Educational

26  Governance Transition Task Force shall hold statewide hearings

27  to take public testimony on all aspects of the proposed

28  reorganization.  A report of final recommendations regarding

29  implemention of the education governance reorganization shall

30  be presented to the Executive Office of the Governor and the

31  Legislature by January 1, 2001.
