17 and insert:
18 1. Combining appropriate education functions and
19 policies into or under the new Florida Board of Education.
20 2. Devolving the education delivery services and
21 operational decisions to the appropriate location of delivery
22 to students, specifically the schools, community colleges,
23 colleges, universities, area technical centers, and other
24 education institutions or places where the students receive
25 their education.
26 3. Providing for a single or coordinated kindergarten
27 through graduate school education budget.
28 (b) How best to achieve economies in education
29 services, including recommendations concerning consolidation
30 of information systems and integrated performance and
31 financial accounting systems, while maximizing effectiveness

1 within existing resources and staff.
2 (c)1. Which, if any, current education staff functions
3 and resources should be eliminated, transferred, or realigned
4 within the proposed new education organizational structure.
5 2. A recommended salary structure for the Commissioner
6 of Education and for the chancellors.
7 (d) Whether an Office of Policy Research should be
8 established to explore emerging issues, locate successful and
9 innovative educational programs, and make recommendations to
10 the Governor, the Florida Board of Education, and the
11 Legislature and, if so, its mission, staffing, and location.
12 (e) The optimal mission of the Florida On-Line High
13 School and a methodology for the operation and funding of the
14 school to achieve that mission.
15 (f) The optimal location and structure of the Florida
16 Partnership for School Readiness.
17 (5) By March 1, 2002, the transition task force shall
18 recommend to the Legislature:
19 (a) Standards, definitions, and guidelines for
20 universities, colleges, community colleges, schools, and other
21 education institutions to ensure the quality of education,
22 systemwide coordination, and efficient progress toward
23 attainment of their appropriate missions.
24 (b) Rules and procedures as necessary to be followed
25 by university boards of trustees, community college boards of
26 trustees, and other boards of trustees, as determined
27 appropriate, for recruitment and selection of presidents,
28 procedures for annual evaluations of presidents, and
29 procedures for interaction between presidents, the boards of
30 trustees, and the new Florida Board of Education.
31 (c) A systemwide strategic plan for postsecondary

1 institutions that considers the role, in their respective
2 communities, of each of the institutions.
3 (d) Methodologies for degree program approval,
4 establishment of matriculation and tuition fees, and
5 coordination of colleges' and universities' budget requests.
6 (e) Any additional statutory changes needed during the
7 2002 legislative session to complete the education governance
8 reorganization transition.
