16 insert:
17 Section 7. (1) The Educational Governance Transition
18 Task Force is established. All members of the task force shall
19 be appointed prior to September 1, 2000. The task force shall
20 be composed of:
21 (a) Three members appointed by the Governor;
22 (b) Two members appointed by the President of the
23 Senate;
24 (c) Two members appointed by the Speaker of the House
25 of Representatives;
26 (d) Two members appointed by the Commissioner of
27 Education;
28 (e) One member appointed by the Board of Regents;
29 (f) One member appointed by the State Board of
30 Community Colleges; and
31 (g) One member appointed by the Florida Student

2 (2) The organizational meeting of the task force shall
3 take place no later than October 1, 2000. The members of the
4 task force shall elect a chair by majority vote. The task
5 force is administratively assigned to, and shall be staffed
6 by, the Department of Education. Members of the task force
7 shall serve without compensation, but shall be reimbursed for
8 per diem and travel expenses as provided in section 112.061,
9 Florida Statutes.
10 (3) The purpose of the task force is to review the
11 Florida Statutes and rules related to educational governance
12 in Florida and, based upon the changes made to that structure
13 by this act:
14 (a) Recommend amendments to statutes and rules to
15 reflect the changes made by this act;
16 (b) Identify any organizational problems, including,
17 but not limited to, communication between divisions and local
18 boards, technical assistance and other services provided to
19 local boards, differences in personnel systems, and to
20 recommend solutions to the identified problems;
21 (c) Identify any issues related to technology,
22 including coordination or incompatibility of technology
23 systems, to suggest systems, and to suggest solutions to
24 identified problems; and
25 (d) Recommend methods to improve departmental
26 accountability, including, but not limited to, modification of
27 performance measures.
28 (3) The task force may procure information and
29 assistance from any officer or agency of the state or any
30 subdivision thereof. All such officials and agencies shall
31 give the task force all relevant information and assistance on

1 any matter within their knowledge or control.
2 (4) The task force shall submit an initial report to
3 the Governor, the President of the Senate, and the Speaker of
4 the House of Representatives by no later than January 1, 2001.
5 (5) The task force shall submit a final report to the
6 Governor, the President of the Senate, and the Speaker of the
7 House of Representatives by no later than January 1, 2002.
8 (6) The task force terminates upon submission of the
9 final report.
