1 A bill to be entitled
2 An act relating to education; establishing the
3 Florida School for Science and Technology;
4 providing for funding; providing operational
5 guidelines; providing an effective date.

7 Be It Enacted by the Legislature of the State of Florida:

9 Section 1. Florida School for Science and
10 Technology.--There is established the Florida School for
11 Science and Technology.
12 (1) The Florida School for Science and Technology
13 shall be a residential public school located in Brevard
14 County, the attendance area for which shall be the entire
15 state. The school shall offer accelerated programs in math,
16 science, and technology to students in grades 9 through 12 who
17 meet the eligibility requirements.
18 (2)(a) The Technological Research and Development
19 Authority, created by section 2 of chapter 87-455, Laws of
20 Florida, shall be responsible for the administration and
21 operation of the school. However, the board of directors of
22 the authority shall appoint a board of trustees to which it
23 may delegate responsibility for any aspect of the operation or
24 administration of the school, including, but not limited to:
25 1. The appointment of a director of the school.
26 2. The determination of reasonable fees for room and
27 board.
28 3. The determination of student eligibility
29 requirements.
30 4. The establishment of a student application process.

1 (b) In exercising any delegated responsibility, the
2 board of trustees shall remain accountable to the authority
3 for its actions.
4 (3) In order to facilitate innovative practices, the
5 Florida School for Science and Technology is exempt from the
6 requirements of chapters 230 through 239, Florida Statutes,
7 relating to curriculum and operations, except those pertaining
8 to civil rights and student health, safety, and welfare. The
9 school is not exempt from chapter 119, Florida Statutes,
10 relating to public records or section 286.011, Florida
11 Statutes, relating to public meetings and records, public
12 inspection, and penalties.
13 (4) The Technological Research and Development
14 Authority shall serve as the fiscal agent of the school, which
15 shall be funded by state appropriations, private contributions
16 and endowments, and reasonable student fees for room and
17 board. Funds generated through the Florida Education Finance
18 Program and categorical funds by students enrolled in the
19 school shall be provided to the authority in the same matter
20 as funds are provided to district school boards for students
21 enrolled in traditional public schools. Funds for the
22 residential component of the school shall annually be included
23 in the General Appropriations Act.
24 Section 2. This act shall take effect July 1, 2000.
