  1                      A bill to be entitled

  2         An act creating the Rural Economic Development

  3         Trust Fund; providing for the administration of

  4         the trust fund; specifying the purposes and

  5         uses of the trust fund; providing for review

  6         and termination or recreation of the trust

  7         fund; providing a contingent effective date.

  8

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  Rural Economic Development Trust Fund.--

12         (1)  There is created within the State Treasury the

13  Rural Economic Development Trust Fund. Moneys deposited in the

14  trust fund shall be administered by the Office of Tourism,

15  Trade, and Economic Development and may be used only to

16  support:

17         (a)  The activities of the Rural Infrastructure Fund

18  under section 288.0655, Florida Statutes;

19         (b)  Microenterprise activities under section 288.9618,

20  Florida Statutes, which are for the benefit of rural

21  communities; and

22         (c)  The activities of the Office of Tourism, Trade,

23  and Economic Development; Enterprise Florida, Inc.; the

24  Florida Tourism Industry Marketing Corporation; and the Rural

25  Economic Development Initiative which are designed

26  specifically to enhance economic conditions in rural

27  communities, including, but not limited to, activities to

28  foster the development of nature-based, cultural, or heritage

29  tourism in such communities.

30         Section 2.  In accordance with Section 19(f)(2),

31  Article III of the State Constitution, the Rural Economic

  1  Development Trust Fund shall, unless terminated sooner, be

  2  terminated on July 1, 2004. Before its scheduled termination,

  3  the trust fund shall be reviewed as provided in section

  4  215.3206(1) and (2), Florida Statutes.

  5         Section 3.  This act shall take effect July 1, 2000.

  8                       LEGISLATIVE SUMMARY

  9    Creates the Rural Economic Development Trust Fund to be
      administered by the Office of Tourism, Trade, and
10    Economic Development. Provides for review and termination
      or re-creation of the trust fund.
