13         Senate Amendment (with title amendment) 

14         On page 62, lines 22-25, delete those lines

16  and insert:  Thoroughbred Breeders' Association and the

17  Florida Horsemen's Benevolent and Protective Association,

18  Inc., unless it is determined by the division that another

19  entity represents a horsemen's group representing the majority

20  of thoroughbred racehorse owners and trainers in this state. A

21  harness permitholder may conduct
