17 Section 1. The Florida Corrections Commission shall
18 research the impact of House Bill 2325 as reported favorably
19 with amendments by the House Committee on Governmental
20 Operations on April 17, 2000, including the fiscal impact of
21 that bill on the state court system, the Department of
22 Corrections, the Florida Parole Commission, county detention
23 facilities, state prosecutors, and public defenders. The
24 report shall identify any potential savings resulting from the
25 reorganization of the Florida Parole Commission in House Bill
26 2325. The report shall identify any benefits and savings that
27 could result from the Parole Commission reorganization and
28 compare any such savings to the estimated costs of providing
29 mandatory post-prison supervision for all state prisoners
30 released under the provisions of the proposed legislation with
31 offense dates after July 1, 2000. In addition, the report

1 shall identify any public-safety benefits of requiring
2 mandatory post-prison probation for all state prisoners. In
3 preparing its report, the Florida Corrections Commission shall
4 consult with the House Criminal Justice Appropriations
5 Committee, the House Criminal Justice and Corrections Council,
6 the Senate Criminal Justice Committee, the Senate Fiscal
7 Group, the Executive Office of the Governor, the Department of
8 Legal Affairs, the Office of the State Courts Administrator,
9 the Florida Sheriff's Association, the Florida Prosecuting
10 Attorneys Association, the Public Defender Association, the
11 Florida Parole Commission, the Department of Corrections, and
12 any other appropriate entities or persons. The Florida
13 Corrections Commission shall submit a final report to the
14 Executive Office of the Governor, the Speaker of the House of
15 Representatives, and the President of the Senate by December
16 1, 2000.
17 Section 2. This act shall take effect upon becoming a
18 law.
