                                          HB 2325, First Engrossed



  1                      A bill to be entitled

  2         An act relating to post prison release;

  3         providing for a study to be conducted;

  4         providing an effective date.

  6  Be It Enacted by the Legislature of the State of Florida:

  7

  8         Section 1.  The Florida Corrections Commission shall

  9  research the impact of House Bill 2325 as reported favorably

10  with amendments by the House Committee on Governmental

11  Operations on April 17, 2000 including the fiscal impact of

12  that bill on the state court system, the Department of

13  Corrections, the Florida Parole Commission, county detention

14  facilities, state prosecutors and public defenders. The report

15  shall identify any potential savings resulting from the

16  reorganization of the Florida Parole Commission in House Bill

17  2325. The report shall identify any benefits and savings which

18  could result from the Parole Commission reorganization and

19  compare any such savings to the estimated costs of providing

20  mandatory post-prison supervision for all state prisoners

21  released under the provisions of the proposed legislation. In

22  addition, the report shall identify any public-safety benefits

23  of requiring mandatory post-prison probation for all state

24  prisoners.

26  In preparing its report, the Florida Corrections Commission

27  shall consult with the House Criminal Justice Appropriations

28  Committee, the House Criminal Justice and Corrections Council,

29  the House Committee on Corrections, the Senate Criminal

30  Justice Committee, the Senate Fiscal Group, the Executive

31  Office of the Governor, the Department of Legal Affairs, the

  1  Office of the State Courts Administrator, the Florida

  2  Sheriff's Association, the Florida Prosecuting Attorneys

  3  Association, the Public Defender Association the Florida

  4  Parole Commission, the Department of Corrections, and any

  5  other appropriate entities or persons. The Florida Corrections

  6  Commission shall submit a final report to the Executive Office

  7  of the Governor, the Speaker of the House and the President of

  8  Senate no later than December 1, 2000.

  9         Section 2.  This act shall take effect upon becoming a

10  law.
