18 Section 8. (1) The Grow Smart Florida Study
19 Commission is created. The commission shall be composed of 29
20 voting members, 12 of whom are to be appointed by the
21 Governor, 8 of whom are to be appointed by the President of
22 the Senate, and 8 of whom are to be appointed by the Speaker
23 of the House of Representatives. In addition, the Secretary of
24 Community Affairs shall serve as a voting member of the
25 commission, and the secretary of the Department of
26 Environmental Protection, the Secretary of Transportation, the
27 Commissioner of Agriculture, and the executive director of the
28 Fish and Wildlife Conservation Commission shall serve as ex
29 officio nonvoting members of the commission. The Governor's
30 appointments must include two appointments from each of the
31 following groups of interests:

1 (a) Business interests, including, but not limited to,
2 development, lending institutions, real estate, marine
3 industries, and affordable housing.
4 (b) Environmental interests, including, but not
5 limited to, environmental justice groups, resource-based
6 conservation and outdoor conservation groups, and
7 environmental quality and conservation groups.
8 (c) Agricultural interests, including, but not limited
9 to, agricultural commodity groups, forestry and general farm
10 membership organizations, and agricultural financial
11 institutions.
12 (d) Local and regional governments, including, but not
13 limited to, municipalities, counties, special districts,
14 metropolitan planning organizations, local government
15 association foundations, and regional planning councils.
16 (e) Growth management and planning specialists,
17 including, but not limited to, professional planners,
18 attorneys, engineers, and architects.
19 (f) Community participants, including, but not limited
20 to, citizen groups, not-for-profit community associations,
21 citizen planners, and affordable housing groups.

23 The President of the Senate and the Speaker of the House of
24 Representatives shall each select one appointment from each of
25 the six categories listed in paragraphs (a)-(f) and shall
