13         Amendment (with title amendment) 

14         On page 32, between lines 17 and 18, of the bill

15

16  insert:

17         Section 17.  (1)  It is the intent of the Legislature

18  to:

19         (a)  Reduce the rates of illness and death from lung

20  cancer and other cancers and improve the quality of life among

21  low-income populations through increased access to early,

22  effective screening and diagnosis, education, and treatment

23  programs.

24         (b)  Create a faith-based disease-prevention program in

25  conjunction with the Health Choice Network and other community

26  health centers to build upon the natural referral and

27  education networks in place within low-income communities and

28  to increase access to health service delivery in South

29  Florida.

30         (c)  Establish funding to build upon local private

31  participation to sustain the operation of the program.

 1         (2)(a)  There is created the Jessie Trice Cancer

 2  Prevention Program, to be located, for administrative

 3  purposes, within the Department of Health, and operated from

 4  the community health centers within the Health Choice Network

 5  in South Florida.

 6         (b)  Funding will be provided to develop contracts with

 7  community health centers and local faith-based education

 8  programs to provide cancer screening, diagnosis, education,

 9  and treatment services to low-income populations throughout

10  the state. Pilot programs will be initially created in the

11  communities of Goulds, Naranja, Coconut Grove, Liberty City,

12  and East Little Havana in Dade County, and Dunbar in Lee

13  County.

14         Section 18.  Funds to implement the provisions of

15  section 17 of this act are contingent upon a specific

16  appropriation for that purpose in the 2000-2001 General

17  Appropriations Act.
